Designed by architect Patrick Mauger, the new facility brings together an auditorium, the conservatory’s activities, art workshops, and a media library. Located in the historic part of Sarcelles (Val-d’Oise), the Cèdre-Bleu Park takes its name from the Lebanese cedar that stands behind its gates. Long closed, this 8-hectare estate once housed a care home for elderly dependent residents (EHPAD), intended for former employees of the City of Paris, within a 19th-century building that included a chapel and a dispensary. That same building has now been converted into a house for the arts, culture, and associations. This is the first phase of an urban regeneration project that carries high hopes within the municipal team. In Sarcelles today, 35% of the population lives below the poverty line, the average annual income is €17,000, and social housing accounts for 58% of the housing stock.
